No. The GCC VAT Framework Agreement was signed in 2016 but Qatar's National Assembly hasn't enacted enabling legislation. Our tax engine assumes 0% standard rate today and is plumbed to flip to 5% (or whatever rate the law sets) the day it takes effect — no schema migration, just a feature-flag swap.
The GTA Dhareeba portal currently handles tax filing and registration; an e-invoice clearance mandate has been signalled but not dated. We've already built the UBL generator + submit client behind the qa_dhareeba flag so when the mandate lands, your existing invoices flow through clearance with no refactor.
